Set the US states in which a practitioner will be credentialed

Updates the statesToCredential field on the credentialing workflow identified by workflowId. Accepts an array of two-letter US state abbreviations (e.g. ["CA", "NY", "TX"]). Send an empty array ([]) to remove all state selections.
