An anchor group's shared-credentialing outreach settings

📄️Save an anchor group's outreach settings for one cycle

Replaces the group's recipients (shared by both cycles) and the requested cycle's Smart Outreach, reasons and template; the other cycle is kept. A null part keeps what is stored. Send the version last read, or null to create the group's first settings. Needs anchor-group outreach-settings:update in every member tenant of the group. If the stored settings are unreadable (GET returned isDefault true with a version), this save replaces them: parts left null take the defaults, not the unreadable values.

The group's recipients (shared by both cycles) plus the requested cycle's own Smart Outreach, reasons and template. A group with nothing saved returns the defaults with isDefault true and a null version.
