Tenant rules that set a flag's status automatically

Validates the rules, saves the tenant's monitoring-config with one locked write and returns the changeId (the node's version, recorded on flag histories as ruleSetVersion). useDefault: true removes the tenant's node so the platform default applies.

📄️Autoverify rule catalogue

Fields a rule may read for the record type's section, the operators per field type, the statuses a rule may set and the rule-set limits. Needs a signed-in user, no tenant permission.
