The NSCP shared outreach composer's recipient list, across member tenants (internal).

For the shared outreach composer to pre-fill 'To': the practitioner email fields of every participating member workflow and the email from its CAQH application form, private ones included, de-duplicated case-insensitively. When nscp.shared-outreach.recipients-apply-group-preferences is on, the anchor group's recipient preferences select each member's addresses as a tenant's preferences do, and the CAQH application form's email is always added. For sending only: not a data record, and nothing is stored. Needs credentialing-workflow:read and tenant-settings:outreach:read on every participating member tenant.
