Change an anchor group's minimum Next Credentialing Date

Sets or clears (null) the group's minimum Next Credentialing Date: a plan whose scheduling date is before it is left out of the Anchor Date. Send only minimumNextCredDate plus the version last read; any other field, or none, is 400. A change is audited and starts the group recompute; if the recompute cannot start the value stays saved and recompute.status is NOT_STARTED. Saving the stored value changes nothing. Needs anchor-group minimum-next-cred-date:update and anchor-group bulk:recompute in every member tenant of the group.
