Get the tenants that share an Anchor Group with a tenant

/api/v1/anchor-groups/shared-tenants

The Anchor Groups the tenant belongs to, each with every tenant id in it, so the Provider Portal can fetch credentialing statuses across the shared network. Read-only, and fetches no statuses itself. A tenant is in at most one Anchor Group today; the array carries more without a contract change. Membership is read fresh on every call. Needs no tenant-id header. The caller must hold credentialing-workflow:read in the requested tenant (else 403), and a group is returned only when the caller holds it in every tenant of the group, the rule the practitioner shared-status read applies.
