Read an anchor group's outreach settings for one cycle

GET 
/api/v1/anchor-groups/:anchorGroupId/outreach-settings/:type

The group's recipients (shared by both cycles) plus the requested cycle's own Smart Outreach, reasons and template. A group with nothing saved returns the defaults with isDefault true and a null version.
