List timeline events for a credentialing workflow

GET 
/credentialing-workflows/:workflowId/timeline-events

Returns a paginated list of timeline events for the credentialing workflow identified by workflowId. Timeline events represent status transitions and key milestones in a workflow's credentialing lifecycle (e.g. IN_PROGRESS, CRED_APPROVED). Supports optional filter, order, and offset-based page/size pagination. Use GET /credentialing-workflows/{workflowId}/timeline-events/status-options to discover which status transitions are valid before creating a new event. Filter values must be string maps only; in and nin filter forms from older docs are dropped by the api-layer parser and have no effect. Path workflowId is auto-added to the filter.
