Generates one DEA Verification PDF per DEA record and attaches each to its dea[i].attachments[] row via a single workflow replace

Successfully generated the DEA Verification PDFs
No PDF URLs were generated: no DEA records found, no rows matched, or artifact generation is not enabled for the tenant (sections.dea.artifactGenerationRule absent or NEVER — the default until credentialing-config is rolled out). The not-enabled check runs before the completed-workflow check, so a completed workflow also returns 204 here rather than 400.
Bad Request - Invalid workflow state or request
Unauthorized - Authentication required
Forbidden - User does not have required permissions
Credentialing workflow not found
Internal Server Error - An unexpected error occurred
