Recompute and persist the Application Complete Date for a workflow (CP-33550)

/credentialing-workflows/:id/application-complete-date/recompute

Manually re-runs the canonical Application Complete Date computation (ApplicationCompleteDateService) against the given workflow, for the specified transition, and persists the result via the DAL PATCH. Wraps the existing service; adds no new business logic. Intended for the CP-33550 NM MCO backfill script. Feature-flagged via api-layer.credentialing-workflow.acd-recompute-backfill.enabled (default false → 503).

Recompute completed. applied=true if a value was written; applied=false with a reason if the compute skipped the write (missing anchor date, a downstream failure recovered safely, or the DAL PATCH failed).
