Successfully generated the CDS PDFs
No CDS PDFs generated: no CDS entries, kill switch off, no rows matched, or artifact generation is not enabled for the tenant (sections.cds.artifactGenerationRule absent or NEVER — the default until credentialing-config is rolled out). The not-enabled check runs before the completed-workflow check, so a completed workflow also returns 204 here rather than 400.
