Assign multiple workflows to users via round-robin distribution

Creates user assignments for multiple credentialing workflows in a single synchronous operation. Workflows in the request are distributed evenly across the provided user IDs using round-robin assignment. Each workflow is processed independently: the response body contains both a successful array and a failed array so callers can identify any workflows that could not be assigned without needing to retry the entire batch. Returns 400 if the request body is invalid.
