Replace education and training records for a practitioner

Replaces the practitioner's education and training records using per-item create, update, or delete actions. Submitting an empty array removes all education and training entries for this practitioner — this is a destructive, full-array replacement that cannot be partially reversed in the same call. Use this to synchronize a practitioner's education history, such as medical schools, residencies, and fellowships, with the authoritative source; for targeted removal of a single entry, send an explicit delete action with the stable row ID rather than submitting an empty array. {id} is the certifyPractitionerId, each item in the array must include an action field, and stable row IDs are required for update and delete actions.
