Permanently delete a practitioner specialty and dependents

/practitioners/:practitionerId/tenant-practitioner-specialties/:tpsId

Permanently and irreversibly deletes the specified practitioner specialty record along with all dependent specialty records at the group-location and group-location-network levels, in a single atomic transaction; this cannot be undone. Use it only when a specialty record must be completely removed, for example when it was created in error — to end a specialty with a termination date instead (reversible, preserves history), use PUT /practitioners/tenant-practitioner-specialties/terminate. {practitionerId} is the certifyPractitionerId, and {tpsId} is the internal identifier for the TenantPractitionerSpecialty record, obtained from the specialty list returned by GET /practitioners/{practitionerId}/specialties or related queries. The specialty must not be the primary specialty (isPrimary=true); attempting to delete the primary specialty returns an error.
