Update state-specific plan settings

/organizations/:organizationId/outreach-settings/state-specific-plan

Updates the organization-wide state-specific plan settings. Mapping keys must be 2-letter uppercase state codes and plan names must be non-empty. When disabled, the state_specific_plan email field resolves to the tenant name.
