Fetch email composer autopopulation data for a workflow
GET/organizations/:organizationId/outreach-settings/:type/email-composer-data
Returns the combined data needed to pre-populate the outreach email composer for one credentialing workflow: the saved template's subject/body, resolved dynamic field values (provider/facility details, outreach attempt counts, client name), selected reason instructions, and the merged CC email list (template-specific plus global plus any bundled workflows'). Call this right before rendering the composer UI. type must be PRACTITIONER_CREDENTIALING or FACILITY_CREDENTIALING - PRACTITIONER_MONITORING and any other value are rejected with 400. workflowId is required. reasonIds is an optional comma-separated list; when omitted, the response's reason-related fields (reasons, and the reason title baked into dynamicFields) are empty. additionalWorkflowIds is an optional comma-separated list of other bundled workflow IDs (used for cross-tenant multi-party outreach) whose owning tenants' outreach-settings CC emails are merged into ccEmails. As currently implemented, this operation does not propagate organization or workflow resolution failures as an error: if the organization or workflowId cannot be resolved, it still returns 200 with empty/default field values (empty subject/body, empty ccEmails/reasons, null emailConfiguration, empty dynamicFields) rather than a 4xx/5xx. Requires the TENANT_SETTINGS_OUTREACH_READ permission.

An EmailComposerAutopopulationResponse with the resolved template, CC emails, reason instructions, recipient preferences, and dynamic fields for this workflow. When the organization or workflow cannot be resolved, this is still what is returned, populated with empty/default values instead of failing; see the operation description.
type is not PRACTITIONER_CREDENTIALING or FACILITY_CREDENTIALING, workflowId is missing or blank, or the tenant-id header is missing or blank.
Unauthorized - Authentication required
Forbidden - User does not have required permissions
Reserved for an organization or workflow that cannot be resolved. As currently implemented this operation does not return 404 for that case; see the 200 response description and the operation description.
