Read a saved filter by id

GET 
/filters/:id

Returns the document exactly as saved. Authenticated by the X-Saved-Filter-Api-Key header (a shared secret for the egress service), not by a platform login; no Authorization header should be sent. Tenant-less: any valid caller may read any id.
