Withdraw one shared credentialing group's members

/api/v1/anchor-groups/:anchorGroupId/shared-credentialing-workflows/:id/withdraw

Called by a Cloud Task, one group per task. Moves every member that the transition matrix permits to WITHDRAWN_CANCELLED and leaves the rest alone; nothing is written to the group row, whose status is re-derived from the members that moved.

Processed - per-member outcomes and the re-derived shared status. Nothing eligible, or a malformed task, comes back as SharedWorkflowAssignmentSkippedResponse with skipped=true, because Cloud Tasks retries every non-2xx and a permanent no must not be retried.
