Get full detail for a facility outreach
GET/facility-credentialing-outreaches/:outreachId/details
Returns the complete detail record for one facility outreach: the full email thread (each email with its replies and attachments) and a chronological status-transition timeline. Call it after obtaining an outreachId from the outreach list endpoint (GET /facility-credentialing-outreaches/workflow/{workflowId}) or from the outreachId in a successful POST /facility-credentialing-outreaches response. Read-only; it has no side effects. outreachId must identify an outreach record visible to the tenant supplied in the tenant-id header.

The outreach detail record: emails (each with direction, deliveryStatus, replies, and attachments - attachments[].id is usable with the attachment download endpoint), and timeline (chronological entries, each with a type of "outreach" or "email" and a status label).
The request has no valid authentication token.
The caller lacks the credentialing-outreach:read permission required to view facility outreach detail.
No outreach record exists for outreachId under the tenant supplied in the tenant-id header.
An unexpected error occurred while fetching the outreach detail.
